It's up to you and how much stability you want. Beta versions aren't as stable as Release Candidate versions.
Beta versions are still being worked on and major changes being made. They have not received much testing. I release them so that people needing specific new features or bug fixes can get them, and so that the community can test them and find bugs before the Release Candidate stage.
Once a version is to the Release Candidate stage, no new features are added and only minor changes are made to fix bugs. This is to make sure that no new bugs are introduced and the version is as stable and polished as possible.
So, right now, 1.70 is in the Release Candidate stage. I am just waiting and giving the community time to test it. Assuming no major problems are found, 1.70 Release Candidate 3 will become the final release version of 1.70. Since I have mainly just been waiting, I have started work on 1.71 and 1.71 Beta 1 is the first release of that work.
